Primary Identification Document - When being fingerprinted, individuals can use their state-issued driver's license as a primary form of photo identification. However, for those without a driver's license, a state identification card may be presented as an alternative option. It's important to note that the identification standards for the state-issued ID card must be equal to those of the driver's license.

Secondary Identification Documents - If an individual is without a driver's license, they have the option to submit one or multiple Secondary Documents, which include the following.

  • State/Government Issued Certificate of Birth

  • US Active Duty/Retired/Reservist Military ID Card (000 10-2)

  • Passport (current)

  • Social Security Card

  • Certificate of Citizenship (N560)

  • Certificate of Naturalization (N550)

  • INS I-551 Resident Alien Card Issued since 1997

  • INS 1-688 Temporary Resident Identification Card

  • INS I-688B, I-766 Employment Authorization Card

Supporting Documents - For Secondary Documentation to be deemed a reliable means of identification, it necessitates a pair of Supporting Documents containing the person's name and present address.

  • Utility Bill

  • Voter Registration Card

  • Vehicle Registration /Title

  • Paycheck Stub

  • Canceled Check or Bank Statement
